Just a cutie.
Several bells & this (German?) little girl; who had a flag or something stuck into her abdomen. If I get a Lego-mindstorm, I might make her a little "Fun is always in style" flag. heh!

Historic preservation. It's somewhat of a duty.
I think I know what your little German girl is. Does the body lift off the legs? She is probably a 'smoker'--you put a cone of incense inside and light it, and the smoke comes out the hole. Most smokers are male figures with a pipe, but I have one that is a girl holding a bowl of dumplings, and the smoke looks like steam rising from the. I'm guessing your girl originally held something similar. They are often quite pricey to buy new--but of course mine come from garage sales! Yours is adorable.
her legs seem to be firmly attached to the body...glue visible...she is @ 2.75" tall.
What you describe (w/steam rising from the dumplings) sounds very neat! I'm going to try to find one to look at...
